When a brand looks for a showroom, service centre or outlet in Chennai, the right site has to pass two tests. It must work commercially: visible, accessible and big enough. And it must work legally: the building has to be approved for your use, and your business has to be able to get its licences there. This checklist covers both.

This is general information, not legal advice. Requirements depend on your business type and the specific building, so confirm with the authorities and your lawyer.

1. The site itself

  • Frontage and visibility: how wide is the frontage on the main road, and can the shopfront and signage be seen from both directions of traffic?
  • Access and parking: is there customer parking, and for service centres, space for vehicles waiting for service and for delivery trucks to load and unload?
  • Area and layout: confirm the carpet area, not just the built-up area quoted, and whether the floor plate suits your layout (display area, workshop bays, storage).
  • Power: check the sanctioned electricity load for the premises against what your equipment needs, and ask how long an upgrade would take.
  • Water and drainage: service centres need water supply and proper drainage for washing bays.
  • Flooding: ask neighbours whether the road flooded in recent monsoons.
  • Catchment: who lives and works within your target travel time, and where are competing outlets?

2. Approvals for the building

  • Approved use: check that the approved building plan allows your use (showroom, workshop, restaurant and so on). The Tamil Nadu Combined Development and Building Rules, 2019 say no building may be put to a use that doesn't conform to the Rules (K S & K).
  • Completion certificate: under the 2019 Rules, the owner or developer can apply for service connections such as electricity and water only after obtaining the completion certificate (K S & K). Ask the owner for a copy.
  • Fire clearance: the Tamil Nadu Fire and Rescue Services say a fire licence or NOC is needed for businesses and trades listed under the Tamil Nadu Fire and Rescue Services Rules, and that multistoried buildings need a fire NOC before CMDA plan approval. Ask whether the building has one and whether your trade needs its own licence.
  • Title and tax: ask for the owner's title document and the latest property tax receipt. The tax receipt is also one of the premises documents used for a trade licence (CalcGuru).

3. Licences for your business

These are the main licences to plan for. Which ones apply depends on your trade.

LicenceWhat to know
GCC trade licenceIssued under Section 287 and Schedule VI of the Chennai City Municipal Corporation Act, 1919, for trades listed in that schedule. Valid for one year; apply through the Tamil Nadu Single Window Portal or the GCC system. Fees were restructured by Council Resolution 232/2024 by trade and floor area (CalcGuru, Aug 2026).
Shops and Establishments registrationIf your trade isn't in Schedule VI, a Shops and Establishments registration from the state Labour Department may apply instead (CalcGuru).
Fire licenceNeeded for trades listed under the Tamil Nadu Fire and Rescue Services Rules (TNFRS).
Other registrationsGST registration; FSSAI registration for food businesses; Pollution Control Board clearances and a Factory Inspector certificate where applicable (CalcGuru).
Name boards: CalcGuru reports that Chennai enforces Tamil name boards in a 5:3:2 font-size ratio, and that non-compliance can lead to suspension of the trade licence after notice. Plan your signage accordingly.

4. Lease terms to agree

  • Rent-free fit-out period while you build out the space.
  • Lock-in and exit: match the lock-in to how confident you are in the location.
  • Escalation: the rate and how often it applies.
  • Signage rights: where you can place boards, and whether the owner's or association's consent is needed.
  • Permitted use written into the lease, matching your licences.
  • Power upgrade: who applies and who pays.
  • Registration: leases over 11 months must be registered, and Tamil Nadu tenancies must be registered with the Rent Authority. See our guide to renting commercial space.

Frequently asked questions

Do I need a trade licence to open a showroom in Chennai?
If your trade is listed in Schedule VI of the Chennai City Municipal Corporation Act, 1919, you need a Greater Chennai Corporation trade licence, valid for one year. If it isn't listed, a Shops and Establishments registration may apply instead.
Why does a completion certificate matter for a rented showroom?
Under Tamil Nadu's 2019 building rules, service connections such as electricity and water can be applied for only after the completion certificate is obtained. It also confirms the building was completed as approved.
Does a showroom need a fire licence in Tamil Nadu?
A fire licence or NOC is needed for businesses and trades listed under the Tamil Nadu Fire and Rescue Services Rules. Check whether your trade is listed and whether the building has its own fire NOC.
What should a brand check before signing a lease for a service centre?
Approved use of the building, completion certificate, power load, water and drainage, parking and vehicle access, flood history, signage rights, and the lease terms: fit-out period, lock-in, escalation and registration.
