In short: since August 2026, the first sale of new apartments and layout plots in Tamil Nadu must be registered online, without visiting the sub-registrar office. Parties verify themselves with Aadhaar and biometrics, pay online, and the registrar has 24 hours to act.
What is STAR 3.0?
STAR (Simplified and Transparent Administration of Registration) is the Tamil Nadu Registration Department's computerised system. It began as a pilot in 16 sub-registrar offices in 2000. STAR 3.0 is its latest version. According to DT Next, it makes registration paperless for all 30 deed types and presence-less for 10 deed categories, including sale deeds for new apartments and plots.
Other changes reported with STAR 3.0 include certified copies issued within minutes instead of a minimum of three days, QR-code fee payments instead of cash, status updates on WhatsApp, and a mobile app for guideline values, encumbrance certificates (EC), certified copies and token availability.
What is now mandatory
On 17 August 2026, the state made online, presence-less registration mandatory for the first sale of plots in layouts and of apartments (PTI). This is the first phase of the department's move to STAR 3.0. Builders, developers and applicants must create logins on the TNREGINET portal to submit documents.
IANS reported that the online process also covers newly built houses, and mortgage documents such as memoranda of deposit of title deeds for housing loans, mortgage deeds and loan-closure receipts.
If you are buying a resale property or registering another type of deed, check on TNREGINET or with your sub-registrar office whether it can be done online. The mandate reported so far covers first sales.
The five steps
As described by IANS:
| Step | What happens |
|---|---|
| 1. Draft and upload | Create an account, choose the document and a registration point with fingerprint, iris and webcam equipment. Enter the previous title deed (upload a digital copy), party and witness details, property details, transfer value, payment mode, possession status and any pending litigation. The system drafts the deed and shows the amounts due. Upload ID proof, site plan and photographs. |
| 2. Authentication | Submit from "My Documents". Aadhaar authentication, then fingerprints, photographs and iris scans of the parties. |
| 3. Payment | Pay stamp duty and registration charges online. The portal shows property value, stamp duty, registration fee, computer charges and the document writers' welfare fund contribution. |
| 4. Consent | Give online consent to submit the document for registration. |
| 5. Registrar review | The registrar examines the deed and records within 24 hours, and digitally signs it if everything is in order. |
Because most homes don't have biometric equipment, buyers can complete authentication at designated facilities in the developer's or seller's office (IANS).
After you submit
- 24 hours: the registering officer must approve, return for correction or reject the document (PTI).
- 30 days: a returned document can be corrected and resubmitted within this time (PTI).
- 60 days: the registered document can be downloaded from your account for 60 days, so save it as soon as it's ready (PTI).
- Security features: the registered document carries the sub-registrar's digital signature, a five-colour endorsement, and a QR code with registration details on every page (PTI).
One reported side effect: because sub-registrars must clear online filings first, people with morning tokens for in-person registration have been waiting until noon (Urban Acres, September 2026). If your registration is still in person, plan for a longer wait.
